Work packages in StarDust
The StarDust project is structured into seven so called Work packages. For each Work package there is a lead organization responsible for the activities. The core of StarDust are work packages 3 and 4, that contain five transnational subprojects operating in the fields of clean technology & future energy, wellbeing & health, future transport, and digital business & services. The five subprojects are supported by the work packages 1, 2, 5, 6 and 7, that for example provide expertise in management, transnational collaboration and communication.
Work package 1: Management
This work package contains different functions when it comes to management of the StarDust project. VINNOVA is the project lead partner and the project coordinator. There is also a steering committee for the project which is the High Level Group of BSR STARS (representatives from ministries in charge of innovation policies and innovation agencies in the BSR), the region of Skåne and the region of Schleswig-Holstein. There is also a project management group that meets regularly. This project management group consists of the project coordinator and the work package leaders.

Work package 2: Communication
This Work package contains different communication activities. Communication is considered a core activity within StarDust as there is a great need in keeping all partners and associated partners as well as numerous stakeholders involved on a daily basis.

Work package 3: Working with business-driven transnational projects
The overall aim of the Work package is to test different ways of working with business-driven transnational projects. The Work package contains project Mobile Vikings and the pilot project Active for Life. The work package also contains facilitation and process support activities to the subprojects. These facilitation tasks includes testing new forms of collaboration and piloting different collaboration methods in order to facilitate linkages between the pilot projects.

The overall aim of the Work package is (as in Work package 3) to test different ways of working with business-driven transnational projects. The Work package contains subprojects Marchain, Clean Water and Comfort in Living. The work package also consists of facilitation and process support activities to the subprojects. These facilitation tasks includes testing new forms of collaboration and piloting different collaboration methods in order to facilitate linkages between the pilot projects.

Work package 5: Improving the strategic decision-making capability for the BSR
This Work package contains development and implementation of a number of analytical inputs (on global trends, cross-fertilisation opportunities and innovation capacity). The instruments used in the Work package will provide systematic facilitation of the subprojects in Work package 3 and 4.
The specific objectives with the Work package is to develop methods and tools for identifying, developing and managing information related to global trends and business opportunities; enhance cross-fertilization of thematic expertise between the five subprojects; and establish a professional intelligence and operational analysis hub, facilitating a systematic approach for strategic decision-making. The tools for supporting the subprojects will be developed according to the needs of the different projects.
Culminatum in Finland is responsible for different activities when it comes to market/foresight intelligence and strategy development.

Within the Work package there is also an activity on innovation capacity benchmarking of the BSR. The aim of this activity is to measure the innovation capacity in the countries involved in order to improve the strategic decision making within StarDust and BSR STARS. The BSR Innovation Monitor will highlight the overall strengths and identify areas for improvement. FOR A (The division for research and analysis at the Danish Enterprise and Construction authority) is responsible for the development and implementation of the monitor.
Work package 6: Design of concepts and tools for collaboration
This Work package has the overall aim to share knowledge and to design new instruments enabling more effective implementation of transnational collaboration in the BSR. More specific, the work package is about establishing joint knowledge-sharing activities, designing and testing instruments for strong consortias in the BSR and identifying models/facilitation for interactions between the regional, national and transnational level. The work package also aims at establishing joing knowledge sharing activities, designing and testing instruments for building strategic linkages and identifying and providing models/facilities for financing transnational business driven projects.
One part of the Work package is about increasing policy learning and create a stronger capacity on the regional level to support transnational innovation activities and cooperation in the BSR.

Another part of the Work package will work for developed methods for sharing knowledge (between participating organizations in StarDust but also outside StarDust). The aim is to strengthen ways of knowledge-sharing between organizations in the BSR working with innovation issues.

The third part of the Work package puts a focus on designing and piloting instruments for building strategic linkages between actors in the BSR. The aim is to develop methods for building strategic linkages between cluster organisations, innovation mileus or SME networks in the macro region as well as linking new partners to existing cooperation.

The fourth part of the Work package will work with identifying models for transnational financing of business driven transnational projects. There will be cooperation with different national organizations in relevant fields or sectors to identify operational financial models for transnational cooperation in the BSR. Models for common and distributed pots will be examined in this work.

Work package 7: StarDust Research/Learning Role – Dissemination to BSR STARS
This work package aims at drawing conclusions from StarDust and the way of working and to visualize the results and effects of the project. An important part in this is to disseminate the lessons learned from StarDust into BSR Stars as a way to improve how to work with transnational cooperation when it comes to innovation and market activities. There will be ongoing research that will look upon important aspects when it comes to the transnational projects within StarDust and there will also be measurements on how cooperation develops.
